What is temporary residency in Paraguay?
Temporary residency (Residencia Temporaria) is a legal immigration status valid for 2 years, issued by the National Directorate of Migration of Paraguay (Dirección Nacional de Migraciones). It authorises the foreign national to reside, work and invest legally on Paraguayan territory for its entire duration.
Since the reform introduced by Law No. 6984/22, temporary residency has become the mandatory step for virtually all foreign nationals: it is no longer possible to access permanent residency directly without first going through temporary residency, except via the SUACE programme for investors.
At the end of the 2-year period, temporary residency can be converted into permanent residency (valid for 10 years). The conversion application can be submitted from 21 months after obtaining temporary residency, i.e. 3 months before its expiration.
Who can obtain temporary residency?
Temporary residency is available to any foreign national without pending criminal charges, regardless of nationality. It is one of the most open immigration procedures on the continent: there are no minimum income requirements, no investment threshold, and no age limit.
