What is temporary residency in Paraguay?

Temporary residency (Residencia Temporaria) is a legal immigration status valid for 2 years, issued by the National Directorate of Migration of Paraguay (Dirección Nacional de Migraciones). It authorises the foreign national to reside, work and invest legally on Paraguayan territory for its entire duration.

Since the reform introduced by Law No. 6984/22, temporary residency has become the mandatory step for virtually all foreign nationals: it is no longer possible to access permanent residency directly without first going through temporary residency, except via the SUACE programme for investors.

At the end of the 2-year period, temporary residency can be converted into permanent residency (valid for 10 years). The conversion application can be submitted from 21 months after obtaining temporary residency, i.e. 3 months before its expiration.

Who can obtain temporary residency?

Temporary residency is available to any foreign national without pending criminal charges, regardless of nationality. It is one of the most open immigration procedures on the continent: there are no minimum income requirements, no investment threshold, and no age limit.

Simplified procedure for Mercosur nationals

Citizens of Mercosur member and associate states (Argentina, Brazil, Uruguay, Bolivia, Chile, Colombia, Ecuador, Peru, Guyana, Suriname) benefit from a streamlined procedure with fewer required documents. Processing times and fees are also reduced.

Prior visa required for certain nationalities

Since July 2023, nationals of many countries must obtain a visa from a Paraguayan embassy or consulate before initiating the residency procedure on the ground. This visa is an administrative formality separate from the residency itself. Your attorney or adviser can confirm whether your nationality is affected.

Document preparation is the longest step, and the one where mistakes are most costly. Depending on your country of origin, documents must be apostilled (if the country is a signatory to the Hague Convention) or legalised through consular channels (if not), then translated into Spanish by a licensed public translator in Paraguay.

Documents obtained directly in Paraguay

Upon arrival, the procedure typically includes the following documents, obtained on-site:

  • Certificate of life and residencyIssued by the Paraguayan National Police. Requires proof of address in Paraguay (water or electricity bill) and a sworn declaration from two Paraguayan nationals.
  • Interpol Paraguay certificateObtained directly from Paraguayan Interpol in Asunción. Typical timeframe: 3 to 10 business days. Your attorney can initiate the process before your arrival to reduce the required time on-site.
  • Criminal background certificate for foreigners (antecedentes para extranjeros)Issued by the IT department of the Paraguayan National Police. Requested in person on-site.

Step-by-step on-site procedure

The temporary residency procedure requires a physical presence in Paraguay of approximately 10 business days in the standard scenario. This covers all steps, from assembling the file on-site through to obtaining the RUC number.   1. Pre-departure preparation

    Gather and apostille all documents in your country of origin. Check whether your nationality requires a prior visa from a Paraguayan embassy. Ideally, engage a local attorney who will prepare the file and arrange appointments in advance, which dramatically reduces the time required on-site.

  2. Arrival in Asunción and translations

    Have your apostilled documents translated by a Paraguayan sworn public translator. It is preferable to complete this step on-site rather than before departure to avoid any recognition issues.

  3. Local certificates: Police & Interpol

    Obtain the criminal background certificate for foreigners (National Police), the certificate of life and residency, and complete the Paraguayan Interpol process.   4. Filing the complete application at Migraciones

    Submit the complete file to the National Directorate of Migration (Dirección Nacional de Migraciones) in Asunción. The submission must be made in person. You leave with a filing receipt that proves your regular immigration status throughout the processing period.

  5. Waiting period and approval

    Standard processing time: 3 to 4 months. You do not need to be in Paraguay during this period. The filing receipt is sufficient. Your attorney monitors the file's progress.

  6. Collection of the temporary resident card

    Once approved, the temporary resident card (carnet de radicación temporaria) is ready for collection. It is valid for 2 years from its date of issue.

  7. Application for the temporary cédula

    With the resident card in hand, submit the cédula application at the Identification Bureau (Identificaciones). As of February 2026, the average processing time exceeds 3 months due to the surge in applications and insufficient administrative staff to handle the volume. Plan ahead for this delay. The cédula remains the key document for opening a bank account, obtaining a tax RUC and signing contracts.

The temporary cédula de identidad is the Paraguayan national identity card issued to temporary residents. Valid for 2 years (aligned with the residency duration), it is the essential administrative key to all aspects of life in Paraguay.

What temporary residency does, and does not, allow

What you can do

Reside legally in Paraguay for 2 years

Without needing to justify permanent physical presence. The only constraint is not exceeding 12 consecutive months of absence, the counter starting from the date of issue of your temporary resident card.

Work as an employee

No restrictions on salaried employment in Paraguayan territory. To work as a freelancer and invoice within Paraguay, a personal RUC or a Paraguayan company is required. Remote work for foreign clients is permitted without particular constraints, an ideal situation for digital nomads in Paraguay.

Open a bank account

Possible at most institutions, but with significant restrictions. Some institutions (UENO, Itaú) as well as local financieras and billeteras offer limited accounts in guaraníes (PYG) only, capped at approximately 1,000 USD/month. A standard multi-currency account (USD, EUR) without restrictions requires a cédula + a personal RUC. An introduction and support from an attorney are strongly recommended to maximise the chances of acceptance.

Obtain a RUC and become a Paraguayan tax resident

The RUC number is administered by the DNIT. It grants access to tax residency and allows you to conduct legal economic activity in Paraguay.

Incorporate a company

With the same rights as a national (EAS, SRL, SA, etc.). No local partner requirement or sector restriction.

Purchase real estate

With no nationality or local partner requirement. Paraguay's real estate market is fully open to foreign residents.

Travel freely

No continuous presence obligation. Returning to Paraguay at least once per year is essential: any absence exceeding 12 consecutive months results in the automatic loss of temporary status.

What you cannot yet do

  • Vote : reserved for Paraguayan citizens.
  • Apply for citizenship : accessible only after 3 years of permanent residency.
  • Be absent for more than 12 consecutive months, throughout the temporary residency period. The count starts from the date of issue on the temporary resident card, not from your last border crossing. Beyond this period, temporary resident status may be revoked and the entire procedure will need to be restarted from scratch.

Most common pitfalls to avoid

Documents too old at the time of filing

Official documents (birth certificate, criminal background certificate, etc.) must have been issued within 6 months prior to the filing date. Coordinate apostilles and requests in your country of origin with your planned filing date in Asunción. An expired document invalidates the entire file.

Having documents translated abroad

Only translations performed by a Paraguayan sworn public translator (traductor público) registered with the official registry are guaranteed to be accepted. Translations completed in your country of origin, even by a locally sworn translator, may be rejected. Have them done on-site in Asunción.

Underestimating the Interpol certificate timeline

This is the step that stalls the most applications. The Interpol certificate can only be requested in person in Paraguay, with a typical timeline of 3 to 10 business days, sometimes longer since 2026 due to enhanced verification procedures. Initiate it as soon as you arrive, or better yet: ask your attorney to start the process before your departure to minimise the time required on-site.

Exceeding 12 consecutive months of absence

Throughout the temporary residency period, any absence exceeding 12 consecutive months results in the automatic loss of status. The counter starts from the date of issue on your temporary resident card, not from your last border crossing. Many people are unaware of this and find themselves in an irregular situation without ever having received any notification. The procedure must then be restarted entirely from scratch.

Attempting the process alone without an attorney mandate

Unpredictable queues, separate government offices, language barrier, forms in Spanish, Guaraní-speaking officials, every step carries a risk of error or delay. A procedure normally achievable in 10 days can stretch across several weeks. A file rejected for a missing document sets back the entire process by several months.

Confusing immigration residency with tax residency

Obtaining the cédula does not automatically trigger Paraguayan tax residency. These are two distinct and complementary statuses. If your goals include tax optimisation, a separate process is essential: obtaining a personal RUC and meeting the monthly reporting obligations to the DNIT.
